Get State Values for in Web Services

How to retrieve state values in Web Services for countries except of US and Canada as they are not in the schema browser.

To retrieve State Values along with their short names in Web Services please perform a "getAll" operation. Please refer to the sample SOAP below :

soapenv:Header
   soapenv:Body
      platformMsgs:getAll
         platformMsgs:record recordType="state" 
      platformMsgs:getAll
   soapenv:Body
