User cannot commit an item in a sales order although it has a Quantity On Hand that is not committed yet to any sales order.

In the Item record > Purchasing/ Inventory tab > Locations subtab > Location A shows Quantity on Hand is 2 and Quantity Committed is 0.

In the Quantity Available column of this location, it is showing as blank.

Go to the Location setup and check the Make Inventory Available checkbox.
