Add an Item on a Sales Order shows "You have only 0 available at this location (0 back ordered, 0 on order).” even if there are Quantity Available on that Location

Given that the Item has enough quantity available and on hand in a certain location yet we are still getting the Inventory Level Warning message: 'You have only 0 available at this location (0 back ordered, 0 on order).',  user must consider checking if the selected Location has the 'Make Inventory Available' checkbox is enabled in Setup > Company > Locations.
