You can attach the case to enhancement request (Issue 169533) since you cannot enter quantity on hand when creating new items in a OneWorld Account. As an alternate solution:

For non-serialized/lot numbered items - You can import an inventory worksheet to set the opening quantity on hand.

For serialized/lot numbered items - You can enter an inventory adjustment to set the opening quantity on hand.
