The Contact Owner is the person who created the record. This can be the Employee or the Customer. The Customer becomes the Contact Owner if the Contact Record was created when they fill out an Online Customer Form.
In a Contact Record, only the Contact Owner can set it to Private. Once the Contact is set to Private, it can only be viewed by the Owner. This can serve as a way for you to limit the ability of other Sales Reps from viewing Contacts of Customers that do not belong to them.
