By standard process, NetSuite uses the 'Item Weight' specified in the Kit record when calculating for shipping cost. This is the same weight automatically populated in the 'Total Package Weight' field found in the Item Fulfillment.
A user has to specify a weight of each kit on the Kit's record. In the most current versions, there is this 'Calculate Total Weight' button found in the Kit record that can be viewed when under Edit Mode.
Most often than not, the 'Item Weight' is based on the total weight derived from its members unless it was overridden by manually entering or deleting it values.
If the 'Item Weight' field is empty, NetSuite uses what is entered in the 'Default Item Weight in Lbs' that is located in Setup > Accounting > Shipping. If none is set, it uses the system default weight which is 1 lb.
Note: Another factor which can also affect the calculated 'Total Package Weight' from an Item Fulfillment if the packaging used has also a weight on it. This can be checked under Setup > Accounting > Shipping > Packages tab > Weight column.
