Work Order Issue All returns "Issue operations already pending for Work Order"

1.  The behavior is reproducible with the following pre-requisites:

1.1  We check the box 'Issue All' in the Work Order Issue Page

1.2  There are two or more stock loc IDs with quantity on hand in any of the components.  

1.3  To verify if there are two or  more Stock Loc IDs for a single item, go to Manufacturing > Work Order Transactions > click WO Workbench > View the WO Workbench >  click Pick List > Components with more than one available with Stock Loc IDs will be show up on the lists depending on the number of stock loc IDs available

1.4  Another way of checking available Stock Loc ID is to go to Manufacturing > Inventory Management > Item by Stock Loc ID > View : 'Item By Stock Location' > Enter the Name of the Component in the 'Item No' field. 

2.  The current behavior is by design.  The solution is to go to Manufacturing > Work Order Transactions > Work Order Issue > Select Order Number > Under Components tab > Manually Select the Component Item Name > Stock Loc > Issue Quantity > Do this until all Components are added > Hit Save.
