Bill button is not working when Receiving Purchase Order on a Custom Role

The user with Custom Role already has the necessary Permissions on the Role and the Bill button is showing, however, upon clicking it, nothing happens:

Purchase Order = Full

Receive Order = Full

Item Receipt = View

Bills = Edit

1. As Administrator navigate to Setup > Users/Roles > Manage roles > Customize/Edit role.

2. On the Permissions tab > Transactions subtab, make sure that the level of permission for Item Receipt permission is set to at least Create or Edit.

3. Click Save
