Base Price Level is Used as the Purchase Price when Purchase Price Field is Blank on the Item Record

Problem:  Purchase Price on a Purchase Order is being pulled from the Sales Price in the Base Price Level in the Item record when there is no Purchase Price mentioned in the Item record.

Solution:

Per Issue 112624 this is working as intended.  We do use the Last Purchase Price on Purchase Transactions. However for new items with no purchase history and no purchase price, we intentionally use the Sales Price.
