Cannot delete Tax code even when Tax Items permission is Full

1. Navigate to Setup > Users/Roles > Manage roles
2. Edit the Role involved
3. In the Permissions tab > click List subtab
4. Add the Item Permission and set the level to Full
5. Click Save.
