Unable to Process Shipment to Canada which Requires HS Tariff Number and Preference Criterion.

When users are unable to process fulfillment if the item used for international shipping does not have HS Tariff Number and Preference Criterion, consider the following:

  • Item used for International Shipping should include HS Tariff Number and Preference Criterion on the Item record.
  • HS Tariff Number or Harmonized System (HS) tariff number - number should be six to eight characters. This is internationally standardized system of names and numbers for classifying traded products developed and maintained by the World Customs Organization.
  • Preference Criterion - Set by NAFTA or North American Free Trade Agreement criterion for this item. Rules of Origin (Preference Criteria) includes both the General Rules of Origin used to determine whether or not a good or material is eligible for NAFTA preferential treatment and the Specific Rules of Origin used to determine if a foreign material becomes originating in the NAFTA territories.
  • NetSuite don't have a copy of the customer's HS Tariff Number and Preference Criterion. Users can check Customs or their Shipping Department for this.
  • The requirement is triggered because NAFTA form requires these two fields. When the international shipment is NAFTA-based (which means the source and destination addresses are in NAFTA countries), the NAFTA form is required.
  • NAFTA countries include United States of America, Canada and Mexico
