Set a Default Pay Frequency on the Create Payroll Screen

The Pay Frequency is stored as a sticky user preference on successful creation of the batch. If a user creates a payroll batch with weekly frequency, then Weekly pay frequency is stored as user's preferred payroll frequency until a new payroll batch is created with different pay frequency. The payroll frequency will be different for different users of the company based on the pay frequency of the last payroll batch created by the users.
