Permission to Add Response to a Campaign but Not Edit Or Create a Campaign Record

To allow user to add response to a campaign record but not edit or create a new campaign, perform the following steps:
     
     1. Navigate to Setup > Users/Roles > Manage Roles.
     
     2. Edit the role.
     
     3. In the Permissions tab > Lists subtab, add Campaign History.
     
     4. Set Level to Full.
     
     5. Click Save.
