Open Purchase Order Report shows Purchase Orders that are Fully Billed

The 'ON OF BEFORE' date filter at the footer section controls the Purchase Orders shown on the report. NetSuite pulls up the Purchase Orders that are still open based on the 'ON OF BEFORE' date users set.

For example, a Purchase Order is created on 1/31/2013 and is fully billed on 2/4/2013. If the Open Purchase Order Report is generated with 'ON OF BEFORE' date = 2/2/2013, this Purchase Order will still appear on the report because the purchase order is still open as of 2/2/2013. However, the status of the Purchase Order on the report will show as Fully Billed because the system reflects the real time status of the purchase order.
