Import a CSV file with Arabic characters (or other non-Roman alphabet characters)

Question/Problem:
 
In an account with the multi-language feature, you can import records with characters that are non Roman. If you check the imported records, the non-Roman characters are turned into gibberish characters. For example, the Arabic characters do not appear properly in NetSuite after import. The Arabic characters appear coded in some way.
