The Knowledge Base feature is enabled on the user's account. User creates a Knowledge Base topic and restricted the topic to specific users. When publishing the Knowledge Base topic, the Audience tab is not available.

Enabling Knowledge Base feature in Setup > Company > Enable Features > CRM > Support allows user to create Knowledge Base topics but user is not allowed to set restriction of such to other users.
To obtain ability to restrict Knowledge Base topic, the Administrator needs to enable the Intranet feature. To enable the Intranet feature, perform the following steps:
1. Navigate to Setup > Company > Enable Features.
2. Click Web Presence tab.
3. In the Publishing section, check the Intranet checkbox.
4. Click Save.
