1. Have the customer login to https://manager.paypal.com/
2. Navigate to Service Settings > Fraud Protection: Test Setup > Edit Standard Filters
Under High-Risk Payment Filters section make sure that the AVS Failure and/or CSC Failure are enabled.
Notes:
If High-Risk Payment Filters are not available, have them call PayFlow Pro to enroll for that feature (for a fee).
