Unable to Delete Custom Role and Results to Error: "This record cannot be deleted because it has dependent records"

Custom roles cannot be deleted by default because it already created logs that were saved in the "Login Audit Trail", which are the dependent records.

Even if the Administrator remove the "Custom role" assigned to their users, still it will not allow the user to delete the Custom role.

As an alternate solution, the Administrator can just mark the custom role as Inactive.
