Customer and Contact States are Returned in Japanese Characters via ODBC

This issue will only occur if the user's customer/contact address is in Japan.

ODBC only grabs the short name of all the states.

Users can verify the short names by navigating to Setup > Company > States/Provinces/Counties and change the Country in the footer section to 'Japan'. The short name seen in the page are the values returned in the ODBC query.
