City and State in Sales Territories

When setting up Sales Rules based on Sales Territories, City and State from Billing Address is always used. As for now, there is no way how to source it from Shipping Address.

There is an existing Enhancement # 84795 - If a lead list import contains *only* a Ship To address, any address-based rules (such as ZIP rules) do not trigger. The same rule will work for these similar scenarios: only Bill To address entered, both Bill To and Ship To address entered.
