In order for a custom role to access the Approve Online Bill Payments page, the latter role should either have a permission level of Edit or Full for the Pay Bills page.
Here are the steps that you need to do:
1. Login as an Administrator
2. Navigate to Setup tab >User/Roles >Manage Roles
3. Edit the custom role
4. Navigate to Permissions tab>Transactions subtab>set the Level of Permission for Pay Bills to Edit or Full
5. Save
