Require Authorization for Credit Card Transactions Preference does not show on the Web Site Setup Page

Require Authorization for Credit Card Transactions preference only shows up in the Web Site Setup page (Setup > Site Builder > Set Up Website > Shopping tab > Shopping Basics section) when there is at least one active Credit Card Processing Profile under Setup > Accounting > Payment Processing Profiles.
