A user with access to Entities (Customers, Contacts, Vendors, Partners, etc.) and Transactions (Invoices, Sales Orders, Purchase Orders, etc.) is unable to see the Files subtab under the Communication tab.
To provide the user with access to the Files subtab, his role needs to have the Documents and Files permission.
1. As Administrator navigate to Setup > Users/Roles > Manage Roles.
2. Edit the role.
3. Under Permissions tab > Lists subtab, add Documents and Files and set the Level to at least View. For more information on permission levels, see Access Levels for Permissions, Answer Id: 9894.
4. Click Save.
