Here is how to solve the problem when using an Item Saved Search:
1. Navigate to Reports > Saved Search > All Saved Searches.
2. Locate the Saved Search chosen as view for the Promotion.
3. Edit the Saved Search.
5. Criteria tab > add the Inactive field = is false.
6. Click Save & Run.
Result:
The Discount should now show on your Transaction record.
