Creating a sales transaction for a newly added nexus pull up the -Not Taxable- code.

Adding a nexus under Setup > Accounting > Nexuses > New defaults to not taxable setting on tax schedules. To correctly pull up tax items on sales transactions, tax schedules must be updated accordingly.
