A custom role with access to Entity or Transaction record is unable to see the User Notes subtab under the Communication tab. The role needs to have the Notes Tab permission added. As Administrator, edit the role and add the permission by following these steps.
1. As Administrator navigate to Setup > Users/Roles > Manage Roles.
2. Click Edit on the custom role users want to add the permission on.
3. Click on the Permissions tab.
4. Click on the Lists sub tab.
5. Add Notes Tab with at least View access level.

6. Click Save.
