The New Phone Call and Log Phone Call button found on an entity record's Communication tab> Activities subtab is controlled by the permission named Phone Calls. To remove this button follow the steps below:
1. As Administrator navigate to Setup> Users/Roles> Manage Roles and Edit/ Customize the role.
2. Under Permissions tab> Lists subtab, set the Phone Calls permission with Level= View.
3. Click Add.
4. Click Save.
Note: When we set the Phone Calls permission to Level= View, the role is not able to create new Phone Call records when navigating to Activites> Scheduling> Phone Calls.
