Library Script Files 404 when Special Characters in SSP Application Folder name/Application Publisher

When adding certain special characters to the Application name/Application Publisher Name they get stripped when used to create urls.  Files they have the incorrect urls and are not loaded.

For example:

1. Edit or create an SSP Application by navigating to Setup > Site Builder > SSP Applications > New

2. Change the Application Folder to New

3. Select or create a new application publisher with a special character like # without quotes

Doing this will result in any Library Script Files in that folder not loading correctly since the # gets removed from the url (The # character has a special meaning in URLs; anything following it is called the fragment identifier or hash).  To fix this avoid using special characters in the Application Publisher Name or the Application Name.
