Cannot add user access even if there is enough license

After verifying that there is enough license to give access but still the error "Adding access to this user exceeds the number of licenses you have purchased, either remove access from other users first or contact NetSuite to purchase additional licenses" is received whenever the Administrator gives a user access, one may check if under the Access tab of the Employee Record the Concurrent Web Services User box is checked.

The error message will be received if this box was checked but under the Billing Information there is no provisioned license for Concurrent Web Services User.
