When a user adds an item to cart and views the Shopping Cart page, the Cart automatically calculates Sales Tax based on Setup > Accounting > Setup Taxes, Home Tax Code instead of Default Tax Code.
This is noticed for Users with only one Nexus/State defined.
Here are the steps to workaround this issue:
1. Verify if Advanced Taxes is enabled. Navigate to Setup > Company > Enable Features, Accounting tab, Advanced Taxes box.
2. When Advanced Taxes is disabled:
a. Navigate to Setup > Accounting > Set Up Taxes > click Add New State button
b. On New State pop-up record set State/Province/Country = Any State other than the State of the company
c. Save New State
d. Save Set Up Taxes record
3. When Advanced Taxes is enabled:
a. Navigate to Setup > Accounting > Nexuses > New
b. Country = United States
c. State/Province/Country = Any State other than the State of the company
d. Save
