The scenario occurs when both of the following features are enabled within the system:
a. Bill Costs To Customers
b. Per-Employee Billing Rates
The features above can be located at the following navigational paths if you are logged in as an Administrator:
a. Setup>Company>Enable Features>Transactions tab>Billing: Bill Costs To Customers
b. Setup>Company>Enable Features>Employees tab>Time & Expenses: Per-Employee Billing Rates
A related enhancement has already been filed regarding this limitation in the system.
This is Enhancement 133553: Quantity Pricing Schedule is not available for Service items if the Bill Costs To Customers and Per-Employee Billing Rates features are enabled
