Impact on Historical Time Entries if Department, Class and Location are changed on Employee Records

Solution:

1. Department, Class and Location on Employee records default on time entries

2. However, Department, Class and Location can still be changed on the actual time entries

3. If the Department, Class and Location on Employee records are changed, historical time entries will not be affected even if user edits and saves a time entry record.
