Follow the instruction on the link on how you can view the Developer's guide for CyberSource Decision Manager:
1. Login to https://ebctest.cybersource.com/ebctest/login/Login.do
2. Enter your credentials
3. Click Documentation on the Left Side of your screen
4. Click Decision Manager
The guide will explain how Cybersource Decision Manager integrates with web applications like NetSuite to process credit card transactions over the Cybersource Gateway. It will also include information and special requirements for all supported processors and testing requirements
