To resolve this error, perform the following steps (Administrator role is required):
1. Navigate to Setup > Integration > Web Services Preferences
Note: Whatever default role here should supercede the default role in the Choose Role page.
2. Navigate Setup > Users/Roles > Manage Roles.
3. Edit the role.
4. Click the Permissions tab.
5. In the Lists subtab, add Documents and Files.
6. Set Level to Full.
7. Click Add.
8. Click Save.
